UK – EU Transition, and UK Civil Aviation Regulations

The UK Civil Aviation Authority (CAA) and the Spanish Aviation Safety and Security Agency (AESA) have today signed a Memorandum of Understanding (MoU) to engage in the development and promotion of aviation safety and security standards globally.

The MoU supports both parties to work together on areas of mutual interest and use their technical capabilities to contribute to improving air transport safety and security. This will include exchanging ideas, information, skills, and techniques.

Building on an already established relationship, the MoU sets a foundation for long-term collaboration between the UK and Spain on aviation safety performance.

The MoU also supports cooperation on international cooperation projects through their affiliated entities, CAA International and SENASA.

  • The Civil Aviation Authority (CAA) is an independent specialist aviation regulator, established by Parliament in 1972. As the UK's aviation regulator, the CAA ensures the industry meets the highest safety standards and manage security risks effectively, as well as ensuring consumers have choice and are protected when they fly.
  • The Spanish Aviation Safety and Security Agency (AESA) is the state body that ensures that civil aviation standards are observed in all aeronautical activity in Spain, with competences in oversight, inspection, planning / management of air transport, aviation safety, air navigation, airport security. The body also assesses the risks in aviation safety through hazard detection, risk analysis and assessment, continuous process for control and risk mitigation. And it has the legal authority to impose penalties for breaches of civil aviation standards.
  • CAA International (CAAi) is the technical cooperation arm of the UK Civil Aviation Authority (UK CAA). As part of the CAA's International Group, CAAi is committed to supporting international cooperation initiatives to help shape international aviation legislation, improving regulatory capacity and efficiency, and sustaining society's confidence in aviation. CAAi's primary focus is providing advisory, training, examination and licensing services to agencies, fellow National Aviation Authorities (NAAs) and industry.
  • SENASA is the Spanish state-owned organisation providing specialised technical assistance to public entities in the Spanish aeronautical sector in numerous areas: safety, security, air navigation, meteorology, airports, aeronautical easements, and environmental sustainability, among others.
