certificate is only valid in UK airspace.
1.2 This document supports Article 203 of the Air Navigation Order 2016, and the
training/operational requirements for Restricted ROCC - FDD holders and events for
which they are operating.
1.3 The requirements contained herein relate only to those operating as a restricted
ROCC FDD operator within UK airspace.
1.4 The terms and abbreviations contained within this document are sourced, primarily,
from Air Navigation Order 2016 (as amended) and CAP 413, with the specific FDD
required phraseology detailed in CAP 403.
2 Background
2.1 Supplementary Amendment (SA) No 01/2023 to Aeronautical Radio Station
Operator’s Guide (CAP 452) introduces the addition of the Restricted ROCC - FDD.
2.2 The restricted ROCC - FDD is designed for Flying Display Directors who do not hold
an appropriate WTA licence that permits the use of a ground aeronautical radio
station.

2 Background
2.1 Supplementary Amendment (SA) No 01/2024 to Aeronautical Radio Station Operator’s
Guide (CAP 452) in addition to Supplementary Amendment (SA) No 01/2022 and SN-
2024/001: ROCC ‘Flight Safety Messages’ Requirement remind ROCC holders of the
‘duty of care’ requirement whilst providing this service.

The Civil Aviation Authority should amend the Manual of Air Traffic Services Part 1 and the Radio Telephony
Manual (CAP 413) to emphasise to controllers that pilots identifying themselves as students have limited ability,
which must be taken into account when issuing instructions.
