Benefits of EC
Successful implementation of EC can deliver
significant benefits in many areas including:
• The potential to save lives by reducing the
likelihood of mid-air collisions – as everything
flying will be able to be detected by air traffic
control and onboard detection systems
• A reduction in airspace infringements (when
an aircraft makes an unauthorised entry into
controlled airspace) – as air traffic services will
be able to see all airspace users
• Allowing more access to airspace for a variety
of users, including General Aviation (GA) and
unmanned aircraft (drone) operators – as air
traffic services will be able to see everything
operating and automatic sense and avoid
systems fitted to unmanned aircraft would be
able to detect all other airspace users.

The technological advances that are making UAV
operations feasible may help to provide the spur to develop such technology further
and developments based on existing technologies are beginning to emerge.

Mr Johnson updated the Board on the DfT’s work to develop its policy changes to
the Air Navigation Order (ANO), which included policy relating to UAS regulation
and the DfT’s decision to introduce a drone registration scheme.

These include ‘aircraft specifically
designed or modified for research, experimental or scientific
purposes, and likely to be produced in very limited numbers’.13 We
recommend that we use this exclusion to allow initial spaceplane
operations to take place in the UK, designating spaceplanes as
‘experimental’ aircraft for the short term.
