Safety Recommendation: 2022-005

2022-005: It is recommended that the UK Civil Aviation Authority require ab initio pilots to undergo training in the management of partial power loss situations in single-engine fixed-wing aeroplanes.

The CAA has been addressing this safety recommendation within the context of the General Aviation Pilot Licensing & Training Simplification project, for which the most significant amendments came into force on the 1st October 2025. This followed several rounds of consultation and engagement with general aviation stakeholders related to both the UK Aircrew Regulations and UK Sailplane Regulations. 

The amendments that came into force have now introduced managing partial power loss scenarios into the various respective syllabi for ab-initio pilots. Details of which can be found below. 

Partial power loss can be found in Exercise 12/13 and Exercise 16 within the Part-FCL PPL(A) Training course in AMC1 FCL.210 PPL(A) Training course with additional guidance that has been provided in GM1 FCL 210 PPL(A) Training course. The Skill Test may now also include a simulated partial loss of power which is noted within GM1 FCL.235 Skill Test. 

Additionally, within AMC1 FCL.210.A PPL(A) – Experience requirements and crediting, there is now focus to ensure that applicants for the PPL(A) with previous aeroplane, TMG or microlight experience receive partial power loss training as specified in the syllabus prior to the completion of the training course. 

For the NPPL(A) training course. Partial Power Loss is covered in CAP3181 within Exercise 12/13 and 16 of the NPPL(A) SEP and TMG Syllabus and exercise 16a of the NPPL(A) Microlight Class Rating syllabus. For all class ratings that can be endorsed on the NPPL(A), simulated partial power loss may be included in the skill test. It should be noted that CAP3181 will be replaced during 2026 with a more comprehensive document for the NPPL(A) qualification. 

For the SPL training course. Partial Power Loss has been introduced to ab-initio training for Self-Launching Sailplanes and Touring Motor Gliders. 

For Self-Launching Sailplanes this is detailed in Exercise 11c Self-Launch AMC2 SFCL.130 SPL – Training course and experience requirements. 

For TMGs this is detailed in Exercise 9/10e Emergencies within AMC1 SFCL.150(b) SPL – Sailplane and TMG privileges and GM1 SFCL.145 SPL - Practical skill test for the Skill Test. 

Additional Guidance for Powered Sailplane Instructors is provided in GM1 SFCL.330 (b) FI(S) and BI(S) Training course.

This is an update on the actions being taken by the CAA to address the three safety recommendations listed above.

The CAA will consider these safety recommendations within the General Aviation Pilot Licensing & Training Simplification project, which will involve subject matter experts from licencing, instructors, examiners, as well as external GA stakeholders.

Phase 1 of the project recently concluded and established the overall strategic direction of the endeavour. Phase 2 is scheduled to begin this month and will explore amending the relevant pilot training syllabi to include managing partial power loss events. This has the potential to affect multiple ICAO and sub-ICAO initial pilot training courses including the National Private Pilot Licence (NPPL), Light Aircraft Pilot Licence (LAPL)/Private Pilot Licence (PPL) as well as the Commercial Pilot Licence (CPL), Multi-Pilot Licence (MPL) and Airline Transport Pilot Licence (ATPL) integrated courses.

For the revalidation of single-engine fixed-wing aeroplane class ratings there is a requirement to complete at least one hour of dual flight training. The purpose of the flight is to refresh the pilot’s understanding of threat and error management with special emphasis on decision-making as well as basic handling skills for normal and abnormal operations. CAA TrainingCom Autumn 2019 contained a suggested profile for refresher flights and included partial power loss exercises. The CAA will consider incorporating this in a new AMC applicable to the revalidation requirements.

Upon determining the appropriate changes to the relevant ab pilot training courses and rating revalidation training, the CAA will devise and promulgate guidance and safety promotion material for managing partial power loss situations.

The CAA will provide a further update by the end of Q4 2023.

The CAA is considering these safety recommendations within the context of the General Aviation Pilot Licensing & Training Simplification project. Phase 2 of the project is underway and is focussed on amending pilot licences, ratings, and certificates across multiple aircraft categories.

Several working group meetings took place earlier this year involving a range of subject matter experts who developed a series of detailed proposals, including amendments to the relevant pilot training syllabi to incorporate managing partial power loss events. The CAA considers that these proposals will address Safety Recommendation 2022-005 and they will be publicly consulted on in February 2024.

The GA Pilot Licensing & Training Simplification project will also address Safety Recommendation 2022-006. The aforementioned public consultation will propose some amendments to the revalidation and renewal requirements for aeroplane licence holders in order to include partial power loss exercises.

To address Safety Recommendation 2022-007, the CAA will develop and promulgate the necessary safety promotion material for managing partial power loss situations once the changes to the ab pilot training courses and rating revalidation training have been determined.

The CAA will provide a further update by the end of August 2024.

The CAA is addressing these safety recommendations within the context of the ongoing General Aviation Pilot Licensing & Training Simplification project. In Spring 2024, we published a suite of five consultation papers with proposed changes to licenses and ratings across the different GA aircraft categories. The proposals were based on the output of a working group comprising key GA stakeholders, including associations, flying instructors and Private Pilot Licence (PPL) students.

The aeroplane category consultation (CAP 2335) included:

  • a proposal to introduce training in the management of partial power loss events for ab-initio pilots, via the PPL(A) syllabus; and
  • a revised Acceptable Means of Compliance (AMC) applicable to the biennial “refresher training” for the SEP, TMG and microlight class ratings that would include partial power loss as a recommended exercise.
The consultation ran for a period of 10 weeks earlier this year and received over 600 responses in the aeroplane category. There was clear support for introducing training in the management of partial power loss events for ab-initio pilots of single engine aeroplanes, and for this topic to be covered during the applicable biennial refresher training.

Phase 3 of the Pilot Licensing & Training Simplification project has now commenced and will focus on recommending legislative changes to the Department for Transport. The flight exercises applicable to ab-initio and refresher training in single engine aeroplanes are contained in AMC material. The CAA will be further developing and consulting on AMC material later in 2024 or early 2025 – finalising the material for partial power scenarios will form part of this work.

The CAA will also be developing and promulgating safety promotion material for managing partial power loss situations.

The CAA considers that actions outlined above will fully address the three safety recommendations included in the accident report for G-BBSA.

The CAA will provide a further update by the end of May 2025.

In Spring 2025, we published three consultation papers for the Acceptable Means of Compliance (AMC) and Guidance Material (GM) related to proposed changes to the Aircrew, Sailplane and Balloon Regulations respectively. The AMC/GM proposals followed the Phase 2 implementing rule consultation in Spring 2024 and working groups comprising key GA stakeholders, including associations, flying instructors and student pilots, where there was clear support for introducing training in the management of partial power loss events for ab-initio pilots of single engine aeroplanes/powered sailplanes, and for this topic to be covered during the applicable biennial refresher training. The aeroplane category AMC/GM consultation (CAP 3094) included:

  • The proposed PPL(A) training syllabus in FCL.210, including the management of partial power loss events for ab-initio pilots. This included Partial Power loss being featured for Engine Failure after Take-off in Exercise 12/13- Emergencies as well as Exercise 16 where partial power loss could be encountered in an enroute phase of flight.
  • Additionally, within the proposed FCL.210- Experience requirements and crediting, there is focus to ensure that applicants for the PPL(A) with previous aeroplane, TMG or microlight experience receive partial power loss training as specified in the syllabus prior to the completion of the training course.
  • A revised Acceptable Means of Compliance (AMC) applicable to FCL.740 the biennial “refresher training” for the SEP, TMG and microlight class ratings that would include partial power loss as a recommended exercise.

The sailplane category AMC/GMC consultation (CAP3093) included:

  • The proposed SPL training syllabus in AMC for SFCL.130 and SFCL.150 (b) introduces training on partial power loss related to Self Launching Sailplanes and Touring Motor Gliders respectively. Guidance material was also proposed for partial power loss involving self-sustaining sailplanes.
  • The proposed skill test schedule in AMC SFCL.145 includes simulated partial power loss for Self-Launching Sailplanes and Touring Motor Gliders.

The aeroplane consultation ran for a period of 6 weeks earlier this year and received 95 responses in the aeroplane category. There was clear support for introducing the training in the management of partial power loss events for ab-initio pilots of single engine aeroplanes, for this topic to be covered during the applicable biennial refresher training and for further training to be considered when crediting previous experience towards the issue of a licence.

The sailplane consultation ran for a period of 6 weeks earlier this year and received 479 responses. There was clear support for introducing the training in the management of partial power loss events for ab-initio pilots of sailplanes and for this topic to be covered in the skill test for self-launching sailplanes and touring motor gliders.

The AMC and GM which will be supplementary to the main implementing rule changes to the regulation, are all planned to come into force during Q4 2025.

Since the end of the AMC/GM consultation, the CAA has also been looking at the development and promulgation of safety promotion material for managing partial power loss situations as well as ensuring there is further guidance for pilots, instructors and examiners.

This material is planned to be promulgated during Q4 2025.

The CAA considers that actions outlined above will fully address the three safety recommendations included in the accident report for G-BBSA.

2022-006: It is recommended that the UK Civil Aviation Authority provide detailed guidance on techniques for managing partial power loss situations and to promote their use by instructors and examiners when conducting training for a rating revalidation in single-engine fixed-wing aeroplanes.

The CAA has been addressing this safety recommendation within the context of the General Aviation Pilot Licensing & Training Simplification project, for which the most significant amendments came into force on the 1st October 2025. This followed several rounds of consultation and engagement with general aviation stakeholders related to both the UK Aircrew Regulations and UK Sailplane Regulations. 

The amendments that came into force have introduced a requirement for instructors and examiners when conducting training for a rating revalidation in single-engine fixed-wing aeroplanes to cover partial power loss situations. This has been detailed in AMC1 FCL.740.A(b)(1)(ii) Revalidation of class and type ratings and associated guidance material GM2 FCL.740.A Revalidation of class and type ratings – aeroplanes. 

The CAA has also now provided detailed guidance on techniques for managing partial power loss situations through a comprehensive webinar delivered on the 10th September 2025 by our Safety Partner Astral Aviation Consulting (AAC). This webinar was widely promulgated by the CAA’s notification system ‘Skywise’ as well as social media and emails delivered by our safety promotions partner AAC ensuring a good reach.

On the live webinar there were 511 participants, and the webinar has been posted online providing a reach of 2951 viewers.

The CAA is considering these safety recommendations within the context of the General Aviation Pilot Licensing & Training Simplification project. Phase 2 of the project is underway and is focussed on amending pilot licences, ratings, and certificates across multiple aircraft categories.

Several working group meetings took place earlier this year involving a range of subject matter experts who developed a series of detailed proposals, including amendments to the relevant pilot training syllabi to incorporate managing partial power loss events. The CAA considers that these proposals will address Safety Recommendation 2022-005 and they will be publicly consulted on in February 2024.

The GA Pilot Licensing & Training Simplification project will also address Safety Recommendation 2022-006. The aforementioned public consultation will propose some amendments to the revalidation and renewal requirements for aeroplane licence holders in order to include partial power loss exercises.

To address Safety Recommendation 2022-007, the CAA will develop and promulgate the necessary safety promotion material for managing partial power loss situations once the changes to the ab pilot training courses and rating revalidation training have been determined.

The CAA is addressing these safety recommendations within the context of the ongoing General Aviation Pilot Licensing & Training Simplification project. In Spring 2024, we published a suite of five consultation papers with proposed changes to licenses and ratings across the different GA aircraft categories. The proposals were based on the output of a working group comprising key GA stakeholders, including associations, flying instructors and Private Pilot Licence (PPL) students.

The aeroplane category consultation (CAP 2335) included:

  • a proposal to introduce training in the management of partial power loss events for ab-initio pilots, via the PPL(A) syllabus; and
  • a revised Acceptable Means of Compliance (AMC) applicable to the biennial “refresher training” for the SEP, TMG and microlight class ratings that would include partial power loss as a recommended exercise.

The consultation ran for a period of 10 weeks earlier this year and received over 600responses in the aeroplane category. There was clear support for introducing training in the management of partial power loss events for ab-initio pilots of single engine aeroplanes, and for this topic to be covered during the applicable biennial refresher training.

Phase 3 of the Pilot Licensing & Training Simplification project has now commenced and will focus on recommending legislative changes to the Department for Transport. The flight exercises applicable to ab-initio and refresher training in single engine aeroplanes are contained in AMC material. The CAA will be further developing and consulting on AMC material later in 2024 or early 2025 – finalising the material for partial power scenarios will form part of this work.

The CAA will also be developing and promulgating safety promotion material for managing partial power loss situations.

The CAA considers that actions outlined above will fully address the three safety recommendations included in the accident report for G-BBSA.

The CAA is addressing these safety recommendations within the context of the ongoing General Aviation Pilot Licensing & Training Simplification project. In Spring 2025, we published three consultation papers for the Acceptable Means of Compliance (AMC) and Guidance Material (GM) related to proposed changes to the Aircrew, Sailplane and Balloon Regulations respectively. The AMC/GM proposals followed the Phase 2 implementing rule consultation in Spring 2024 and working groups comprising key GA stakeholders, including associations, flying instructors and student pilots, where there was clear support for introducing training in the management of partial power loss events for ab-initio pilots of single engine aeroplanes/powered sailplanes, and for this topic to be covered during the applicable biennial refresher training. Further details including the Phase 2 Consultation Response Documents can be found on the dedicated Licensing & training simplification webpage.

The aeroplane category AMC/GM consultation (CAP 3094) included:

  • The proposed PPL(A) training syllabus in FCL.210, including the management of partial power loss events for ab-initio pilots. This included Partial Power loss being featured for Engine Failure after Take-off in Exercise 12/13- Emergencies as well as Exercise 16 where partial power loss could be encountered in an enroute phase of flight.
  • Additionally, within the proposed FCL.210- Experience requirements and crediting, there is focus to ensure that applicants for the PPL(A) with previous aeroplane, TMG or microlight experience receive partial power loss training as specified in the syllabus prior to the completion of the training course.
  • A revised Acceptable Means of Compliance (AMC) applicable to FCL.740 the biennial “refresher training” for the SEP, TMG and microlight class ratings that would include partial power loss as a recommended exercise.

The sailplane category AMC/GMC consultation (CAP3093) included:

  • The proposed SPL training syllabus in AMC for SFCL.130 and SFCL.150 (b) introduces training on partial power loss related to Self Launching Sailplanes and Touring Motor Gliders respectively. Guidance material was also proposed for partial power loss involving self-sustaining sailplanes.
  • The proposed skill test schedule in AMC SFCL.145 includes simulated partial power loss for Self-Launching Sailplanes and Touring Motor Gliders.

The aeroplane consultation ran for a period of 6 weeks earlier this year and received 95 responses in the aeroplane category. There was clear support for introducing the training in the management of partial power loss events for ab-initio pilots of single engine aeroplanes, for this topic to be covered during the applicable biennial refresher training and for further training to be considered when crediting previous experience towards the issue of a licence.

The sailplane consultation ran for a period of 6 weeks earlier this year and received 479 responses. There was clear support for introducing the training in the management of partial power loss events for ab-initio pilots of sailplanes and for this topic to be covered in the skill test for self-launching sailplanes and touring motor gliders.

The AMC and GM which will be supplementary to the main implementing rule changes to the regulation, are all planned to come into force during Q4 2025.

Since the end of the AMC/GM consultation, the CAA has also been looking at the development and promulgation of safety promotion material for managing partial power loss situations as well as ensuring there is further guidance for pilots, instructors and examiners.

This material is planned to be promulgated during Q4 2025.

The CAA considers that actions outlined above will fully address the three safety recommendations included in the accident report for G-BBSA.

The CAA has now published on 28th July 2026, a short form safety publication (CAP3270) aimed at pilots regarding managing partial power loss situations in single-engine fixed-wing aeroplanes, this has been promulgated via the CAA’s notification service ‘Skywise’. This document supplements the widely viewed webinar on ‘Teaching Partial Power Loss’ delivered by our Safety Promotions Partner Astral Aviation Consulting.

The CAA now considers that the conclusion of all the above work meets the intent of Safety Recommendation 2022-007.
