The Manage Personnel Licences Service is the CAA’s online system for applying for and managing personnel licences and certificates. It provides a streamlined way for individuals to complete licensing tasks without the need for paper forms.

The Manage Personnel Licences service aims to be a single solution for all personnel licensing customers, covering pilot licences, aircraft engineer licences and air traffic licences and certificates.

We will launch to each group individually as part of a multi-year project. Currently, the service is available for Student Air Traffic Controllers, Radio Operator’s Certificate of Competence (ROCC) holders and ROCC Examiners.

Note: The Restricted ROCC – Flying Display Directors (FDD) category is not included.

Accessing the service

The Manage Personnel Licences service is accessed via the CAA Customer Portal.

You will need a portal account to use the service. Refer to CAP1902B for a quick reference guide on how to set up an account and request the service.

New users of the service will also need to complete identity verification before they can begin using the service.

In this video, we will show you how to apply for a student air traffic controller license as an individual.

Once you have signed into the customer portal, click on view or apply for online services. In the right hand menu here, you can see a list of services available to you. Under your services, select manage personnel licenses individual. This is the manage personnel licenses account homepage.

Select the submit and track applications tile. Then click make an application.

Now select apply for something new and click the continue button.

Select student air traffic controller license and click continue.

You'll now see the before you start page. Read this carefully. It explains the application requirements, how long the application takes, and the payment 
options. Once you are ready, click on start application.

The system will pull in your personal details from your account. Please check they are up to date. You can amend them by clicking on the link at the top of 
the page. If they are correct, click continue.

This is your application task list. You will need to complete each mandatory task in section one. Check your application details before you can submit your application.

You will see that the confirm your details task is already completed.

Start by clicking on the basic training link. The system will look for a record of you completing this course and add it to your application. Check the information is correct and click save and continue. You will be returned to the task list and the basic training task is marked as completed. Next, select choose ratings.

The system will pull in any records of rating courses you have completed. Once you've checked they are correct, select continue to choose ratings. This page will only offer you ratings where you have passed the relevant rating course.

Select the ratings you would like to apply for and click save and continue. Next, select medical status.

Your medical status will pull through from the medical system selma. Please check the information is correct and click save and continue.

Next, select English language proficiency.

The system will look for a record of your English language proficiency assessment and display it. Check the details are correct and click save and continue. Next, select provide delivery details. Now, tell us where you'd like your license delivered. The system will pull in your home address or you can enter an alternative address.

If you've provided a UK address, you will be able to choose between Royal Mail or Secure Courier delivery. For nonUK addresses, the license will automatically be sent via Coua. Once you've made your choice, click save and continue.

You've now completed all the mandatory tasks and section two has unlocked.

There is an optional task to add any additional notes about this application.

If you click this link, you can add any extra information you think is relevant to your application, such as delivery instructions or explaining credits and training routes.

Next, click on check your answers, pay, and submit your application. Here you can check your answers and change any before you submit your application.

At the bottom of the page, you'll see the total cost of your application and the declaration you agree to by submitting your application. Once you're ready to submit, select confirm and continue to payment. You can choose from two payment options.

The first is to pay now by card or Apple or Google Wallet. Alternatively, you can send a payment request to someone else.

The CAA will then send an email with a payment link to your chosen recipient.

Select a payment method, then click save and continue.

Once you've made payment, you'll see this confirmation page with your application reference number. You'll also receive a confirmation email. Click go to submit and track applications to view your application status.
