Safety Operations Manual Guidance and Checklist
The following pages have been developed as guidance to be used when producing a Safety Operations
Manual (SOM), in accordance with the provisions of the Space Industry Regulations 2021 (SIR) Part 8,
Chapter 4, Section 4 and Schedule 5, to be submitted to the UK Civil Aviation Authority (CAA) as part
of a licence application or whenever a change is made.

As part of our work we tested a sample of end product checks to validate that end
product checker checked to see that the work order downtime was accurately recorded.
16 from a sample of 25 end product checks did not have evidence of the end product
check completed.

However, LPLD does not appear to be a leading causal factor in
the accident: the immediate cause was that the flight crew had not retracted the
speed brakes prior to landing – the crew had deviated from SOP and the aircraft flight
manual; there was inadequate crew resource management and incomplete checklist
procedures.
3.4.2 One Expert commented:
“Low drag, minimum power approaches have been in place for many years and
in our experience do not seem to be a problem.”
3.4.3 No Experts mentioned current LPLD approaches as a safety issue.
3.5 Use of ‘non-precision’ runways
3.5.1 The literature contains some strong statements about the use of ‘non-precision’
