Scope
1.8 The consultation proposed changes to private pilot licences and associated ratings
and certificates to act as pilot in command of aeroplanes, as defined by UK Part-FCL
(flight crew licensing requirements within the assimilated UK Aircrew Regulation (EU)
No 1178/2011) as ‘engine-driven fixed-wing aircraft heavier than air which is
supported in flight by the dynamic reaction of the air against its wings’.
1.9 This project does not cover the following areas:
▪ Commercial operations other than private pilot instruction.

1178/2011, who are also CRM trainers, may combine the CRM trainer refresher training

By application of Regulation (EU) No 1178/2011 as retained (and amended in UK
domestic law) under the European Union (Withdrawal) Act 2018 (“UK (EU) Reg No
1178/2011”) Annex I Part FCL.025(b)(2), states that an applicant has successfully
completed the required theoretical knowledge examination if they have passed all the
required theoretical examination papers within a period of 18 months counted from the
end of the month when the applicant first attempted an examination.
