Electronic conspicuity and drones – While we welcome the ideas put forward and
acknowledge the issues raised in your IBP, it is important to recognise that no decisions
have been made by the CAA or Government on NERL’s future role in drone traffic
management.

I know that safety and utility is enhanced by having the
greatest volume of airspace available; and that it can be enabled further by ever greater
employment of technology-based deconfliction, principally electronic conspicuity – where
I’m delighted that our recently launched rebate scheme for EC devices has already had
considerable uptake, with immediate safety benefits which I hope will quickly grow
incrementally.

These included:
• the importance of ensuring that GA is fully and appropriately covered in the
Government’s Aviation Strategy;
• the scope and aims of the Airspace Inquiry launched by the All-Party
Parliamentary Group (APPG) on GA;
• the CAA’s work in developing a longer-term strategy for airspace integration
- including consideration of EASA and industry developments under this
topic and related areas, such as electronic conspicuity;
• performance-based oversight (PBO) of aerodromes and the development
of pathfinders to support its further development over time;
• CAA use of civil sanctions; and
• how to encourage the next generation of GA participants (including through
increased diversity).

Conclusion
8.1 CAA’s work on the C2 link forms part of the Future Air Traffic Management and
Air Navigation Services program that also includes aspects such as detect and
avoid (DAA), electronic conspicuity (EC), and UAS Traffic Management (UTM).
8.2 The CAA policy for C2 Links recognises that the C2 Link requirements for each
SORA will vary each application depending on factors such as the SAIL, how the
DAA and EC implemented, where and when the UA is intended to fly.
8.3 The C2 link can be directly provided by the UAS operator, equally may rely on
services bought in from a variety of different telecoms providers.
