be inoperative provided:
(a) The inoperative seat is not occupied,
(b) The Cabin Crew member displaced by the
inoperative seat occupies the passenger aisle
seat nearest to the inoperative crew seat,
(c) Alternate procedures are established /
approved for the displaced Cabin Crew
member,
(d) Folding type seat is stowed or secured in the
retracted position, and
(e) The passenger seat assigned to the Cabin
Crew member is placarded “FOR CABIN
CREW USE ONLY”.

The provisions on Flight Crew Licensing and Medical (FCL and MED), already adopted
by the EASA Committee, will be annexes to a Regulation on civil aviation aircrew,
which when complete will also cover annexes on Cabin Crew and related authority
requirements and organisation requirements as shown in the diagram attached on
page 5.
