I am writing further to publication by the Civil Aviation Authority (CAA) of the
CAP 1940 consultation on the economic regulation of Heathrow Airport Limited
(HAL).

2.3 In the period covered by this report it was not drawn to our attention
that airport users had failed to provide the necessary information to
any of the qualifying airports.

WACC
Heathrow Airport’s real WACC level for H7 is 3.26%, as
stated in CAP 2365A. easyJet use this as a
comparable, as a UK airport under a single-till regime,
to help assume an appropriate level of the WACC for
GAL.
2 NB: the public annual figures will not reconcile completely with GAL’s regulatory period (which starts in March).
