This permission and exemption allows balloon pilots to take-off within or near a congested area below a height of 1000 feet above the highest fixed obstacle within 600m and to take off or land within 1000m of open-air assembly of 1000 persons, subject to certain conditions. It also permits a balloon to land in a congested area if it is becalmed.
