Article 33(2) of the Air Navigation Order 2016 allows a non-EASA balloon, flying on a non-commercial flight, beginning and ending in the United Kingdom without passing over any other country, to operate without a certificate of airworthiness being in force.

This General Exemption allows such non-EASA balloons to participate in a large ballooning event in the area of Metz, France, subject to the stated conditions, including attaining the prior permission of DGAC, France.
