This permission and exemption permits balloon pilots to take-off within or near a congested area below a height of 1000 feet above the highest fixed obstacle within 600m and to take off or land within 1000m of open air assembly of 1000 persons, subject to certain conditions. It also permits a balloon to land in a congested area if it is becalmed.
