Guidance on Reasoning that SW 01 does not apply to a Change

The purpose of this document is to provide guidance specifically aimed at identifying and justifying cases where a change to a piece of equipment (normally expected to be to a legacy system for the purposes of this document) is outside the scope of CAP 670 SW 01.
