• Recognition of Competence’ route (RoC) can be utilised where training from the designated syllabus is to be delivered by an organisation or person who has been deemed competent and has been approved to do so, without the issuance of a CIN. Currently this route is available for hold baggage reconciliation training, aircrew security recurrent training, and GSAT.

    This is an alternative route to instructor certification where upon approval, a letter issuing a unique RoC number is granted for the individual or organisation to deliver training from any of the subject syllabuses listed below.  

    Recognition of competence (ROC) list

  • For an organisation seeking approval to deliver training, evidence of the following points must be provided:

    1. that the organisation has an established network of instructors;
    2. that the instructors have successfully completed a background check;
    3. that the instructors are qualified and competent in instructional techniques - in the UK this requires an Award in Education and Training (AET) at level 3 or another equivalent nationally recognised qualification. Please see the listof acceptable qualifications;
    4. that the instructors will be working from a training package / materials designed by a DfT certificated instructor;
    5. that the organisation has in place a quality assurance or audit process that ensures a consistent approach to the training delivered by all instructors;
    6. that the organisation will maintain a list of all instructors approved to deliver this training; and
    7. that the organisation understands, accepts and will abide by the terms of the mandatory conditions section of this document.

    For an individual seeking approval to deliver this training, evidence of the following points must be provided:

    1. that the individual has successfully completed a background check;
    2. that the individual is qualified and competent in instructional techniques - in the UK this requires an Award in Education and Training (AET) at level 3 or another equivalent nationally recognised qualifications.  Please see the list of acceptable qualifications 
    3. that the individual works within the related part of the aviation industry;
    4. that the individual will be working from a training package designed by a DfT certificated instructor (and be linked to their CIN); and
    5. that the individual understands, accepts and will abide by the terms of the mandatory conditions section.
