We want to highlight in this context that already in 2022 passenger figures could have
been much better, as Lufthansa Group, one of the biggest Heathrow airport users was
cancelling over 550 flights during the “HADACAB period and the original validity of
Rule’s A validity until 11th September, with more to follow if the validity of the Rule A
is extended.

The existing EfW Facility, located on Lakeside Road, is to be demolished to accommodate the
expansion of Heathrow Airport under the terms of the Airports National Policy Statement (ANPS) and
subject to the approval of a Development Consent Order (DCO).

INTERIM UPDATE: ASSESSMENT OF AIRPORT-AIRLINE ENGAGEMENT ON CAPACITY
EXPANSION AT HEATHROW AIRPORT (MAY–SEPTEMBER 2018)
In May 2018, the Secretary of State recommissioned the CAA to advise the Department for
Transport (DfT) on how well Heathrow Airport Limited (HAL) is engaging with, and responding
to the airline community on its plans for capacity expansion at Heathrow airport and whether
this engagement is appropriately reflecting consumers’ interests (the ‘Enhanced Engagement’
process).

recovery of these costs will also be agreed directly with Gatwick and
Heathrow airports.

The Panel was instrumental in persuading the CAA, as part of the upcoming price
control review of Heathrow Airport, to make it a requirement that the airport set up an
independent Consumer Challenge Board.
