Heathrow Airport Limited (Heathrow) wholeheartedly supports the Civil Aviation Authority’s
(CAA) view that expanding Heathrow is fully aligned to its primary duty, and welcomes that
the CAA has been a strong advocate for expanding capacity in the South East.

is consulting on allowing Heathrow Airport Limited (HAL) to recover its costs of developing
its DCO.

Heathrow Airport Limited is the direct owner of
Heathrow airport and there are a number of companies between it and FGP Topco Ltd but
essentially the group corporate structure has the airport as its main asset along with associated
financing.

This is based on Jacobs allowing a rate of £8/m3 for
NWR earthworks compared to £35/m3 for ENR, that higher rate relating to
cut/fill/grading of imported fill (Appendix C, Cost and Commercial
