Independent planning cost review Heathrow Expansion Programme | Executive summary 4
Executive summary
Background and context
In October 2016 the UK Government announced its decision to support a third runway at Heathrow Airport to expand the
UK’s air capacity.
Last updated: 17 January 2019
Today the airport charges levied by HAL, and allowed for
by the CAA, make Heathrow Airport the most expensive airport in the world for consumers and
airlines.
Last updated: 04 November 2021
This is significantly lower than the cost of capital the CAA set out
for both Heathrow and Gatwick airports.

Dear Sirs,
Taking advantage of the opportunity to present our position on the interim price cap consultations
for London Heathrow Airport currently conducted by CAA, we would like to strongly disagree to the
proposed cap on the level of GBP 29.50 as being not sufficiently and reasonably justified and being
simply too expensive to afford by passengers.

Whilst we recognise that HAL intends to pursue its appeal against
the Court of Appeal’s decision regarding the Airports National Policy Statement (“ANPS”)
later this year, it remains highly unlikely that any re-start of construction Heathrow
expansion will be feasible in the H7 period.

Dear Stephen,
I write to you with regards to the UK CAA consultation (CAP 1383) on “Strategic themes for the review
of Heathrow Airport Limited’s charges (“H7”) A discussion document”.
Last updated: 04 November 2021
The CAA was working well on the
economic regulation of Heathrow airport, including ensuring that the airport took
responsibility for consumer engagement.

• Heathrow Airport Limited (HAL) did not raise the shock factor in their responses to the IPs, but have subsequently
suggested that the power outage in March 2025 should be considered a shock event

We accept that there are inevitably objective operational differences between Stansted
Airport and Heathrow / Gatwick which may lead to differing delay causes etc.
