The experience of consumers using the airport will be materially affected by how well HAL spends opex to deliver a good quality airport experience. 4.2 In this light, setting an appropriate allowance for opex furthers the interests of consumers by ensuring that airport charges are calculated by reference to an efficient level of these costs and so has regard to the need to:  secure that users’ reasonable demands for AOS at Heathrow are met; and  promote economy and efficiency on the part of HAL in its provision of AOS. 4.3 We aim to incentivise HAL to run the airport efficiently in H7.
