Heathrow capacity expansion – update on the approach to the regulatory framework

This document is a high-level update on our proposed approach to the regulatory models for Heathrow Airport expansion. In this document we set out our current thinking and updated views on the regulatory framework for expansion and the next steps to implement the framework. We are inviting stakeholders to comment on its proposed next steps for developing these models by 13 August 2026.
