The CAA have powers under the Civil Aviation Act 2012 (CAA12) for the economic regulation of airport operators that meet the market power test in CAA12.

Heathrow met the market power test in January 2014, and thus it is subject to an airport economic licence which include conditions on price controls, specifying the quality of the services the airport operator must deliver and how much it can charge for them.

We are developing the regulatory framework for Heathrow Airport Limited for the regulatory period starting in 2022. This section contains information on various aspects of the work programme, including consultations on our decisions.
