This document is Appendix C of the CAA's Draft Decision on the regulatory treatment of early costs of capacity expansion at Heathrow airport, Notice under section 22(2) of the Civil Aviation Act 2012 (“CAA12”) that the CAA proposes to modify HAL’s licence.  It should be read in conjunction with the main document Draft Decision on the regulatory treatment of early costs of capacity expansion at Heathrow airport which was published 20 April 2026.
