This document sets out our Decision on the mid-term review of the Outcome Based Regulation scheme for Heathrow Airport Limited and gives notice:

  • under section 22(6) of the Civil Aviation Act 2012 (“CAA12”) of the modifications we have decided to make to implement this decision; and
  • under section 22(5) of the Civil Aviation Act 2012 (“CAA12”) of the modification we have decided not to make following stakeholder consultation.

The effect of these modifications is to introduce a carbon emissions measure, set targets for three existing measures, increase the target for wi-fi satisfaction, and make a number of minor clarifications to the licence for the remainder of the H7 price control period (2026).

This decision follows on from our Final Proposals and the notice under section 22(2) of CAA12 on these matters, which we published in July 2025, and our earlier consultation in January 2025.
