CAP3121 Initial proposals for modifying NERL’s licence to support the implementation of a UK Airspace Design Service, June 2025
CAP3121 is a consultation detailing our initial proposals for modifications to NATS (En Route) Plc’s (“NERL”) air traffic services licence in support of DfT’s and CAA’s decision to create a new UK Airspace Design Service (see CAP3106 and associated policy papers published on 2 June 2025, all of which are available at www.caa.co.uk/ukads). This consultation takes account of stakeholder responses to the November 2024 Consultation. This consultation closes on 24 July 2025.
In support of our initial proposals, we have also published a financial model (CAP3121A) that calculate outputs presented in Chapter 5 and Appendix C of the consultation document.
CAP3063 Illustrative proposals for modifying the Licence to support the implementation of a UK Airspace Design Service, November 2024
CAP3063 (21 November 2024) is a complementary consultation providing illustrative information on changes to NERL air traffic service licence obligations, costs and charges that might be needed to implement proposals set out in CAP3029, a joint CAA-DfT consultation on proposals for creating a UK Airspace Design Service.
Alongside our complementary consultation, we also published CAP3063A, a supporting consultancy report commissioned to Egis.
