Following the introduction of Annex Vc (Part CAMO) under regulation (EU) 2019/1383, regulation (EU) 1321/2014 now details the rules for continuing airworthiness management organisations which are subject to EASA regulation. Annex Vc (Part CAMO) of this regulation concerns the continuing airworthiness management for organisations relating to all types of aircraft of EASA aircraft but is a mandatory requirement for the management of Complex Motor Powered Aircraft (CMPA), and/or aircraft used by a Licensed Air Carrier.
Organisations approved to Part CAMO can additionally be approved to make recommendations to a competent authority that an Airworthiness Review Certificate (EASA Form 15a) may be issued or in certain cases issue and extend an Airworthiness Review Certificate (EASA Form 15b) under the terms of their approval.
Part CAMO organisations holding the Airworthiness Review privilege may also be approved to issue Permits to Fly in accordance with Part 21 Subpart P when the aircraft is in conformity with the approved Flight Conditions. Please note: this privilege does not allow the Part CAMO organisation to approve the Flight Conditions.
There are two elements of a Part CAMO approval:
- Those associated with the aircraft registrations listed on the organisation's Air Operators Certificate (AOC) and covering the continuing airworthiness management of commercial air transport (CAT) aircraft.
- Those associated with the continuing airworthiness management of aircraft not involved in commercial air transport (non-CAT), as listed on their Part M Subpart G approval certificate.
Organisations must ensure that both aspects of their approval are changed (the AOC and Part CAMO).
Who can apply?
A Continuing Airworthiness Management Organisation with their principal place of business located in the UK, that wishes to carry out the management of continuing airworthiness of EASA aircraft
Organisations with their principal place of business located outside the UK, including the Channel Islands, should apply directly to EASA.
The information below explains how to change an existing ‘standalone’ Part CAMO approval for aircraft that are not involved in commercial air transport (non-CAT):
Removing ratings or facilities from an existing approval
You can complete the remove ratings and facilities form provided that these are the only changes you are making to the approval. There is no charge for this service but you will need to provide a copy of your amended exposition.
How to change the address
In cases where an organisation holds more than one approval and requires to make an application for a change of address which will affect each approval held, you can complete the change of address form which will cater for both BCAR and EASA approvals. (You will need to provide a copy of your amended expositions).
Changing the Nominated Postholder or Accountable Manager
Changes to the key personnel in an organisation must be notified to CAA.
Please ensure that the CAA policy on fitness of character is fully understood before submission of an application.
You can add or remove/change the details of one or several people, including identifying their role(s) and the types of approval(s) they have responsibility for, by completing the Change of Accountable Manager or Nominated Postholder form. This form caters for both EASA approvals as well as BCAR (national) approvals. There is no charge for changes of personnel.
Please note that for changes of Nominated Postholder, a Continuing Airworthiness management Exposition will need to be updated and attached to the application along with form SRG1769.

Applying for an Alternative Means of Compliance (AltMoC)
An application for an Alternative Means of Compliance (AltMOC) can be made using SRG1840.

In the event of a discrepancy between the information here and the Official Record Series 5, CAA Scheme of Charges (Airworthiness, Noise Certification and Aircraft and Aircraft Engine Emissions), the Scheme of Charges takes precedence.
The organisation’s certificate shall remain valid subject to compliance with all of the following conditions
- the organisation remaining in compliance with Regulation (EU) 2018/1139 and its delegated and implementing acts, taking into account the provisions related to the handling of findings as specified under point CAMO.B.350
- the competent authority being granted access to the organisation as specified in point CAMO.A.140
- the certificate not being surrendered or revoked.
Once granted, an approval requires a recommendation for continuation every 24 months (unless otherwise agreed) from the date of issue. This is raised by the CAA Surveyor following a satisfactory audit programme.
- The results of a pre-audit performed by the organisation against the applicable requirements provided for in Annex I (Part-M), Annex Vb (Part-ML) and Annex Vc (Part-CAMO).
- A copy of the Continuing Airworthiness Management Exposition (CAME) compliant with CAMO.A.300 at Revision 1 (See CAP 2153 for guidance)
- A completed online application form submitted by an authorised representative of the company e.g. the Accountable Manager or Quality Manager.
Note: Aircraft ratings should be listed as per EASA Part-66 Appendix 1 listing. At this time the Part 66 listing does not include Sailplanes, Powered Sailplanes or Balloons. In this case use the aircraft type designation specified on the Type Certificate Data Sheet.
- Any contracts for continuing airworthiness tasks being subcontracted to other organisations.
- A completed Form SRG1760 (Principal Place of Business Key Facts form) if your organisation is trading as a registered company and the change affects the location of your principal place of business.
- A copy of the company Certificate of Incorporation if your organisation is trading as a registered company.
- Payment of the relevant fee (see costs).
- A copy of the Organisation's Safety Management Manual, if the key safety procedures and processes are not included within the exposition.
- A completed Form SRG1770 Safety Management Manual Compliance Statement, if submitting a Safety Management Manual.
- A completed Form SRG1771 Compliance Monitoring Manual Compliance statement, if submitting a Compliance Monitoring Manual.
- A completed evaluation using the SMS evaluation tool
- A completed Form SRG1769 for all Nominated Persons including the Accountable Manager.
- A completed Form SRG1773 Part CAMO CAME Compliance checklist.
- A completed Form SRG1774 Part CAMO Compliance checklist.
- A Technical Support Officer will make an initial assessment of your application and CAME and will contact you with any queries.
- The Resource Management Team will contact you to arrange for an Airworthiness Surveyor to carry out an on-site audit. Any questions regarding the scheduling of your on site visit can be directed to the Resource Management Team at 01293 573600.
- An Airworthiness Surveyor will conduct an audit(s) against the requirements and raise an audit report detailing any findings.
- The Airworthiness Surveyor will review the nominated personnel. Interviews for key personnel may be carried out.
- The Airworthiness Surveyor will assess the supporting documentation; Technical Logs, Maintenance Contracts (as applicable) and Maintenance Programmes. When able to, the Airworthiness Surveyor will approve the supporting documentation.
- If findings have been raised the organisation should address the findings and notify the Airworthiness Surveyor of the actions taken.
- Once any audit findings relating to the application have been closed the Airworthiness Surveyor will submit a recommendation to A & A for the issue of the approval.
- If you have been approved to Issue or Extend ARC's under your Part M Subpart G approval, at this stage we will send you an e-mail containing your ARC Online logon information.
- On receipt of the certificates, your organisation can begin undertaking and releasing work.
