The increased towing in scenario 3 matches the level of towing that is in place for Gatwick this summer. 5.40 Gatwick Airport has a very peaky operation and therefore infrastructure build costs need to be weighed against the benefits that these would provide as they are often only benefitting a small number of individuals unlike airports such as Heathrow where the consistency of traffic allows a much better utilisation of infrastructure and therefore makes justifying investment easier.
