The CAA has been working with members of the eVTOL Safety Leadership Group, and academics from WMG University of Warwick, to assess the systemic operational risks that might affect commercial electric vertical take-off and landing operations. To do this we have adopted a systems thinking technique known as Systems Theoretic Process Analysis (STPA).

This Civil Aviation Publication details the findings of this exercise, which identifies safety mitigations for the regulator, NASPs, operators and vertiports, as well as for conventional helicopter operations.

The report is intended to be a ‘live’ document for use by all members of the Advanced Air Mobility sector, to be adapted as the industry matures.
