This document sets out the CAA’s analysis, conclusions and recommendations regarding the Palamon Investigation. The CAA investigated complaints brought by Ryanair plc and Stansted Airport LTD regarding the compliance of NATS (En-Route) plc with its obligations under its Air Traffic Services licence and the Transport Act 2000. The complaints related to Air Traffic Flow Management delays experienced by airlines and passengers of Stansted and Luton airports.
