Specific Assurance and Integrity Levels (SAIL)
For OA applications at SAIL 3 and above, the OA applicant should use a RAE(F) depending on the adopted ground risk mitigation measures and applicable containment requirements and Operational Safety Objectives (OSOs) set out below.
Ground risk mitigation measures
OA applicants should use a RAE(F) if the following ground risk mitigation measures are applied:
- If the OA applicant intends to operate a UAS weighing above 25kg, the OA applicant should validate the mitigation measures M1A.C2.L.I and M1A.C2.L.A (Evaluation of penetration hazard) (opens in a new tab) through a RAE(F).
- If the OA applicant intends to apply any of the following M2 mitigation measures (opens in a new tab), they should validate these mitigation measures through a RAE(F):
- M2.C1.M.I – Effects of UA impact dynamics are reduced (Technical design)
- M2.C1.H.I – Effects of UA impact dynamics are reduced (Technical design)
- M2.C2.M.I – Effects of UA impact dynamics are reduced (Procedures)
- M2.C1.M.A – Effects of UA impact dynamics are reduced (Technical design)
- M2.C1.H.A – Effects of UA impact dynamics are reduced (Technical design)
- M2.C2.M.A – Effects of UA impact dynamics are reduced (Procedures)

Containment requirements
OA Applicants should use a RAE(F) for the following containment requirements:

- COR.C1.H.I – Operational volume containment

- COR.C2.M.A – End of flight upon exit of the operational volume

Operational Safety Objectives (OSOs)
As per CAP722J (opens in a new tab), the RAE(F) should assess the following OSOs for UK SORA at SAIL 3 and above.
As described below, the RAE(F) will assess the evidence for compliance at low robustness for a SAIL 3 or above for some of the OSOs.

- OSO 2 – UAS manufactured by competent and/or proven entity (The RAE(F) will also assess the evidence for compliance with this OSO at low robustness)
- OSO 3 Criterion 1 – UAS maintained by competent and/or proven entity (Procedure)
- OSO 4 – UAS components are designed to an Airworthiness Standard (The RAE(F) will also assess the evidence for compliance with this OSO at low robustness)
- OSO 5 – UAS is designed considering system safety and reliability (The RAE(F) will also assess the evidence for compliance with this OSO at low robustness)
- OSO 6 – C3 link characteristics (The RAE(F) will also assess the evidence for compliance with this OSO at low robustness)
- OSO 7 Criterion 1 – Conformity check of the UAS configuration (Procedures)
- OSO 16 Criterion 3 – Multi-crew coordination (Communication devices)
- OSO 18 – Automatic protection of the flight envelope from Human Error (The RAE(F) will also assess the evidence for compliance with this OSO at low robustness)
- OSO 19 – Safe recovery from Human Error (The RAE(F) will also assess the evidence for compliance with this OSO at low robustness)
- OSO 20 –Human Factors evaluation (The RAE(F) will also assess the evidence for compliance with this OSO at low robustness)
- OSO 23 – Environmental conditions
- OSO 24 – UAS designed and qualified for adverse environmental conditions
