From 1 April 2026 a charge will be payable for the administration and approval of training documentation for overseas training courses. Details of these charges are set out in the 2026/27 CAA Aviation Security Scheme of Charges.
Overview
Aviation security training courses designed to meet any of the UK training syllabuses should not ordinarily be delivered outside the UK without valid reason and explicit permission.
UK training syllabuses may be used as a framework to design training for use overseas but no UK-specific content or material that refers to the UK National Aviation Security Programme (NASP) may be included; any such training will not be recognised as UK training. In addition, any training delivered to overseas delegates in the UK under the NASP must be approved by the Department for Transport (DfT) prior to training taking place.
Permission to deliver overseas training courses may be sought by making an application to the CAA.
Application charge
The application charge for overseas training courses is set out in the CAA Aviation Security Scheme of Charges.
The charge covers the cost of the CAA processing your application, including:
- Reviewing your application and supporting evidence
- Any follow up questions or clarification required to accurately assess your application
- Providing a recommendation to the DfT on whether the application should be approved
- Providing written confirmation of the outcome to the applicant.
Submission of an application does not guarantee that an approval will be granted.
How to apply?
You will need to:
- Submit the relevant application form (SRG1739) and pay the appropriate fee.
- Your application must include details of how the training meets the criteria set out below:
- It must be in the UK’s benefit for the training to take place.
- It protects inbound UK aviation.
- Delivering training to staff of a UK air carrier based overseas (e.g. aircrew).
- Delivering training on behalf of and under request from the DfT.
- The material that will be trained is not classified as 'Official Sensitive', including information from the NASP being delivered to overseas personnel.
- The individual is directly sponsored by the DfT/ Foreign, Commonwealth & Development Office.
- The individual has been recommended by an Aviation Security Liaison Officer / Post Aviation Security Officer and has an operational need evidenced by the person being employed in a defined field within the aviation industry as outlined in Chapter 11, Table A of the Single Consolidated Direction.
- For air carriers, if the amount of inbound UK traffic they produce justifies the need to attend a UK training course. (Figures relating to overall flight numbers and inbound UK flight numbers will be requested to assess using these criteria.)
- Once your application and payment have been received you will be contacted to arrange for the relevant supporting documentation to us securely.
Next Steps
Once your application has been received and payment has been made:
- You will receive an email confirmation that your application has been submitted to the relevant team for processing
- Your initial application will be reviewed, and you will be contacted to arrange for your supporting documentation to be securely sent to us
- The CAA will make a recommendation to DfT on whether the request should be approved
- Once approval /decline is received from DfT, CAA will communicate the outcome to the applicant.
