Chapter 2 Regulatory Basis The legal basis for an amendment or modification of the existing qualification basis by developing and using SCs in the context of FSTD qualification is set out in ARA.FSTD.100(c)(1) of Annex VI (Part-ARA) to UK Regulation (EU) No. 1178/2011 which reads as follows: (c) Qualification basis and special conditions (1) The CAA may prescribe special conditions for the FSTD qualification basis when the requirements of ORA.FSTD.210(a) are met and when it is demonstrated that the special conditions ensure an equivalent level of safety to that established in the applicable certification specification.

General Authorisation 3) The Civil Aviation Authority (“the CAA”), pursuant to paragraph 3 of Chapter 1 and paragraph 4 of Chapter 2 of Part 3 within Schedule 8 to the Air Navigation Order 2016 (“the Order”) hereby authorises in accordance with Article 269: (a) Any holder of a flight instructor or class rating instructor certificate issued by the CAA who has the provision on their licence in accordance with FCL.945 of Annex 1 (Part-FCL) to UK Regulation (EU) No 1178/2011; or (b) Any holder of a flight examiner or class rating examiner certificate issued by the CAA in accordance with Subpart K (Examiners) Annex 1, to UK Regulation (EU) No 1178/2011; to sign a certificate of revalidation of a licence issued in accordance with the Order, for a SEP, TMG or microlight aeroplanes class ratings.

The CAA has determined that all cabin crew attestations will be issued in the UK by training organisations or commercial air transport operators approved to do so by the CAA. 1.4 In accordance with UK Regulation (EU) No. 1178/2011, Annex VI (Part-ARA), ARA.CC.200, before issuing an approval to a training organisation or a commercial air transport operator to provide initial cabin crew training or issue cabin crew attestations, the competent authority is required to verify compliance with all applicable requirements.

The requirements for flight crew and cabin crew to report a decrease in their medical fitness are set out in Annex IV (Part MED) of UK Regulation (EU) No. 1178/2011, as follows: Implementing Rules MED.A.020 Decrease in medical fitness Licence holders shall not exercise the privileges of their licence and related ratings or certificates at any time when they: are aware of any decrease in their medical fitness which might render them unable to safely exercise those privileges; take or use any prescribed or non-prescribed medication which is likely to interfere with the safe exercise of the privileges of the applicable licence; receive any medical, surgical or other treatment that is likely to interfere with flight safety.
