1 Heathrow Hub Ltd. response to CAA consultations on Economic regulation of capacity expansion at Heathrow airport: consultation on early costs and regulatory timetable (CAP1819); and Economic regulation of Heathrow Airport Limited from January 2020: notice of proposed licence modifications (CAP 1825) 20th August 2019 1.0 Introduction 1.1 This response to both consultations is submitted by Heathrow Hub Ltd, the promoters of the alternative, lower cost Extended Northern Runway (ENR) scheme for Heathrow expansion. 1.2 Although the consultations relate to different aspects of Heathrow’s economic regulation, we make this combined response since the critical issues of cost and affordability are relevant to both. 1.3 In his statements prior to Parliament’s vote to approve the Airports National Policy Statement (ANPS), the then Secretary of State, Chris Grayling, noted the importance of cost and affordability; “Expansion must also remain affordable to consumers.
