This document sets out the CAA’s draft analysis, provisional conclusions and provisional recommendations regarding the Palamon Investigation for the purpose of consultation with interested parties in this case. The CAA is investigating complaints brought by Ryanair plc and Stansted Airport LTD regarding the compliance of NATS (En-Route) plc with its obligations under its Air Traffic Services licence and the Transport Act 2000. The complaints related to Air Traffic Flow Management delays experienced by airlines and passengers of Stansted and Luton airports.
