The current regulatory controls on the charges and services that Heathrow Airport Ltd (HAL) offers to airlines are due to expire on 31 December 2019 and already include a one-year extension to the previous Q6 price control.

The consultation focuses on the interim arrangement to apply after the end of the Q6 price control. It examines the commercial arrangements which have been put in place and assesses whether they are in the interests of consumers. It details the proposed changes to the Heathrow licence.

This document is linked to our consultations on the regulatory framework to support capacity expansion at Heathrow in April 2018 (see CAP1658) and October 2018 (see CAP1722).
