This report provides a review and assessment of the airport opex benchmarking evidence available to the CAA. The CAA has used this evidence to develop benchmarks of Heathrow, Gatwick and Stansted against comparators based on publically available data. This report provides further detail on the methodology and results of this benchmarking work, referred to in the Q6 Initial Proposals.
