• Rationale

    Intelligence and data are fundamental prerequisites needed to ensure that CAA and industry actions are prioritised against the most important safety risks.  Performance-Based Oversight requires enhanced use of intelligence from multiple sources so that resources can be targeted to those areas where the maximum benefit may be achieved. 

    EPAS requires Member State National Aviation Authorities to:

    • Provide occurrence reporting data in order to benchmark an operator’s safety culture. 

    • Participate in the expected (EASA) survey on industry safety culture, which should include raw data on occurrence reports from individual operators in order to obtain consistency in the type of occurrences analysed.

    • Use the results of their oversight on occurrence reporting as a performance indicator of the safety culture within an operator.

    • Establish regular dialogue with their national aircraft operators on flight data monitoring (FDM) programmes.


    • Sector risk pictures that drive activity including risk identification/prioritisation and inform Performance Based Oversight.

    • Assurance that CAA (and UK industry) data needs are incorporated in the design of the European Data 4 Safety initiative.  

    • New intelligence source to help prioritise state safety partnerships.

    • Enhanced intelligence to support Performance Based Oversight for entities and to monitor safety performance.


    • Enhance the CAA’s data driven approach to performance-based oversight and understanding of safety risk across the whole aviation system through the production of improved safety analysis reports and safety performance indicators, creation of aviation sector risk pictures and participation in the EASA Data 4 Safety project.
