This exemption is required following the introduction of the amended requirements of (EU) No.2019/1747 to the Aircrew Regulation. The exemption refers to Approved Training Organisations, the CAA meant for this exemption to apply to both ATOs and Declared Training Organisations (DTO) offering seaplane class rating courses.
