UK – EU Transition, and UK Civil Aviation Regulations

Following the decision by the UK Government to wind-down the Independent Commission on Civil Aviation Noise at the end of September 2021, the Secretary of State for Transport set out that he intended to appoint the CAA to carry out the technical, research and policy advisory functions which had been previously undertaken by ICCAN and where appropriate for the CAA to do so. Since this decision, we at the CAA have been working with the Government and other stakeholders to agree on our new noise advisory functions.

The new functions are intended to complement and expand on the CAA’s existing noise roles, and include:

  • to provide advice to departments across the UK Government and devolved administrations to take informed decisions on aviation noise policy;
  • to provide transparent and reliable information and research to increase the level of understanding about aviation noise management as well as the confidence and transparency in how aviation noise is treated in the UK; and
  • to promote best practice in the aviation sector through the production of guidance on managing noise impacts, including balancing the needs of relevant parties and engaging with stakeholders.

We fully recognise the impact aviation noise has on local communities and other stakeholders, and we will exercise our new advisory functions with rigor and impartiality. Later this month we will be announcing our new Environmental Sustainability Panel that will act as an expert 'critical friend' and provide technical advice to ensure environmental and sustainability issues, including aviation noise, are properly considered when the CAA is working to improve aviation’s sustainability and environmental performance.

In addition, we remain committed to making sure the views of those who are overflown are taken into account in any airspace decisions that might affect them, alongside other factors that we must consider.
