This proposal began its development under the airspace change process prior to its revision in January 2018, and has transitioned to the new process. Our transition policy makes clear that such proposals need to meet the requirements of the new process. Where the means by which work carried out under the old process has been adapted or supplemented to meet the requirements of the new process, this has been set out below.

Heathrow – Independent Parallel Approach Arrival Procedures
Proposal description: This
proposal concerns the introduction of Independent Parallel Approach Procedures
at London Heathrow Airport for aircraft that are suitably equipped to operate
in accordance with Tactically Enhanced Arrival Measures (TEAM).
Geographic area: South-East
At stage 1, the change sponsor meets with the CAA to discuss objectives and engages with those potentially affected about the underlying design principles. A timeline is agreed.
At stage 2, the change sponsor continues to liaise with stakeholders, develops options and carries out initial impact appraisals.
Develop & Assess
At stage 3, the change sponsor prepares a consultation, assesses who should be consulted and undertakes the consultation.
Collate & Review Responses
At stage 4, the change sponsor may modify their proposals to reflect consultation responses, and will then make a formal submission of the proposal to the CAA.
Submit Proposal to CAA
At stage 5, the CAA assesses the proposal.
At stage 6, if approved, the change is implemented.
At stage 7, the CAA carries out a review of the change, usually after 12 months of operation.
