Safety Management Systems

Information for organisations regarding Safety Management Systems

Implementation Plan

From 1 January 2009, all:

  • Air Operators Certificate holders;
  • Part-M subpart G organisations; and
  • Maintenance Organisations

will be encouraged to have a Safety Management System (SMS) implementation plan that will provide for a fully functional SMS in two to three years. The EASA Implementing Rules for Management Systems and Authority Requirements will contain a requirement for an ICAO-compliant SMS.

To assist organisations in their preparation for SMS, in addition to the CAA SMS Roadshows, the following information is available:

 1)

CAA Safety Management Systems Guidance Material
Provides information, based on ICAO Document 9859 Safety Management Manual, about the components and elements of an SMS.

 2)

CAA Gap Analysis/Checklist
Enables an organisation to construct an implementation plan or assess an existing SMS for compliance with the elements and components of an SMS as shown in the CAA SMS Guidance Material.

 3)

ICAO Document 9859 Safety Management Manual
Provides basic SMS theory.

 4)

ICAO SMS Training Material
Provides the outline of an SMS.

 5)

EASA Regulation 216/2008
The basic regulation that requires a management system.

 6)

Air Navigation Order
The ANO will not be amended to introduce a requirement for SMS in the short term.

 7)

Maintenance Organisations
The requirement to have an SMS is based on ICAO Annex 6 Part 1 and Part 3 Chapter 8 – 8.7.3 Safety Management.
All MRO organisations maintaining aircraft above 5700 kg and helicopters above 3175 kg will need to adopt compliance with the ICAO requirement. This includes Part-145 A, B, C and D rated organisations.
