Addendum to CAP 2312A - Airspace Change Masterplan Iteration 2: Co-sponsor assessment and CAA acceptance decision

The obligation to create ACOG as a separate unit and develop a masterplan has been removed. All clusters that are subject to coordination by the UK Airspace Coordination Service (UKACS) will transition to the requirements and guidance of CAP 3220 (as well as the guidance of CAP 3219).
