UK Civil Aviation Regulations

Pre-requisites

You must:

  • be 18 years of age or over;
  • have passed the written examinations in ‘Navigation', 'Meteorology’, 'Air Law and Licensing Policy' and 'AFISO Procedures';
  • have passed the examination and assessment for the grant of an aeronautical Radio Operator's Certificate of Competence;
  • have a valid medical declaration;
  • have a thorough knowledge of the English language and are able to speak fluently without accent or impediment which would interfere with radio telephone conversation.

Exempting qualifications:

  • The holder of an air traffic controller's licence issued or recognised by the UK CAA who has, within 3 years immediately preceding the date of application, held a unit endorsement in respect of the Aerodrome Control Visual (ADV) rating or of the Aerodrome Control Instrument (ADI) rating is exempt from all requirements for the issue of an aerodrome FISO licence.
  • The holder of an air traffic controller's licence issued or recognised by the UK CAA who has, within 3 years immediately preceding the date of application, held a unit endorsement in respect of a rating other than aerodrome control is to contact the CAA to determine what requirements need to be satisfied for the issuance of an aerodrome FISO licence.
  • The holder of an RAF or RN ATC certificate of competence endorsed in aerodrome control during the 3 years immediately preceding the date of application is exempt from the examination in Meteorology. A copy of the relevant military certificate of competence is to be submitted with the application for the issue of an aerodrome FISO's licence.
  • The holder of a valid flight crew licence issued or recognised by the UK CAA is exempt from the examination in Navigation and Meteorology. Additionally, details of the licence are to be submitted with the application for the issue of an aerodrome FISO licence.

Cost

The costs associated with FISO Licence are as follows:

  • The grant of a FISO Licence
  • Theoretical knowledge examinations
  • The naming of the place or additional place in a FICO Licence
  • A FISO validation assessment carried out by the CAA

The fees are detailed in the CAA Scheme of Charges (Personnel Licensing)

Processing time

A FISO Licence will be issued within 10 working days if all the information provided by the applicant is correct.

Validity

  • The holder of a FISO Licence must exercise the privileges of any validity entered on the licence within 90 days
  • The holder of a FISO Licence is required to have a competency check at least once every 24 months

How do I apply?

  • Applications for the grant of a FISO Licence, an initial FISO licence validity examination, renewal of FISO competence or to attend the written examinations can be made by completing Form SRG 1414 Flight Information Service Officer's Licence Application.
  • If you applying for a FISO Licence, please complete sections 1, 3, 6 and 7 of the form, and return it with the appropriate fee to the CAA.
  • If you are applying for an initial FISO Licence validity examination, please complete sections 1, 4, 6 and 7, and return it with the appropriate fee to the CAA.
  • If you are sending a record of renewal for the renewal of a FISO Licence, please complete section 1, 5 and 7, and return it with the appropriate fee to the CAA.

What happens next?

  • The assessment of your application is completed by a Licensing Assistant or Officer
  • Following an acceptable assessment and if Licence issue applied for it is then processed, signed and dispatched to the correspondence address.
  • We will contact you if we have any queries regarding your application and may keep your application pending awaiting any additional documentation to be submitted.
  • A refund fee may be charged if the assessment results in the rejection of your application. This will also be applied if you choose to cancel your application.
