UK Civil Aviation Regulations

The General and Business Aviation Strategic Forum (GBASF) is a standing group bringing together senior figures in the general aviation community, the Civil Aviation Authority and the Department for Transport to discuss strategic matters pertaining to general aviation and its regulation.

Its terms of reference were updated as part of the Government’s response to the General Aviation Red Tape Challenge in 2014. It meets four times a year with the CAA providing venue and secretariat support, and is chaired by Roger Hopkinson MBE, Facilitator of the General Aviation Alliance.

Objectives

  1. To foster the development of a sustainable and safe General Aviation sector in the UK.
  2. To challenge, oversee & prioritise the delivery of the Government’s reform programme for General Aviation to deliver on the commitment to provide a proportionate regulatory regime for General Aviation that cuts unnecessary bureaucracy and red tape.
  3. To support the effective implementation and execution of the CAA GA Unit’s Programme of work and ongoing output.
  4. Ensure that wider views of other GA stakeholder bodies which are relevant to specific programme delivery areas are properly considered.
  5. To facilitate alignment of UK Stakeholders on EU regulatory proposals affecting General Aviation.
  6. Advise the Aviation Minister on strategic Government issues affecting GA. (Produce for the Aviation Minister an annual position report on the delivery of the Government’s reform programme).
