Note: The operation of an AGCS Aeronautical Radio Station which is co-located with a Non-Directional Radio Beacon (NDB) is treated as a CNS/ATM Provider under the EASA related Regulations.

Aeronautical Radio Stations are subject to Air Navigation Order (ANO) Article 205 Approval and any requirements or guidance related to radio operators qualifications.  They also have to meet the WT Act Licensing requirements as for any radio transmitting station and the Radio and Telecommunications Terminal Equipment Directive (R&TTED) 1999/5/EC which applies to all radio communication equipment.

AGCS Aeronautical Radio Stations have approval processes applied by the relevant Air Traffic Standards Regional Office. 

Frequency assignments for AGCS aeronautical radio stations are generally protected within their DOC from co-channel and adjacent channel interference.  However, in order to provide a frequency assignment in some of the more congested areas of the UK, some sharing may be necessary or limited co-channel or adjacent channel interference may have to be tolerated depending on the nature of the aerodrome operations.

For Radio Operators generally, reference can be made to CAP 452 Aeronautical Radio Station Operator’s Guide and CAP 413 Radiotelephony Manual which give details of messages that can be transmitted and requirements for a Certificate of Competence. Air Ground Communication Service (AGCS)
CAP 670 ATS Safety Requirements Part C, Section 1, COM 02 VHF Aeronautical Radio Stations applies to AGCS Aeronautical Radio Stations.

Radio Communication Services (RCS)
CAP 670 ATS Safety Requirements Part C, Section 1, COM 02 VHF Aeronautical Radio Stations does not apply to OCS, OPC and Sporting & Recreational Aviation Aeronautical Radio Stations.
