When will FTL regulations developed by EASA come into force?

The EASA Opinion on FTL has been published and is currently under review by Member States. Provisions for CAT operations are being developed first. Section One applies to all CAT operations, while Section Two applies to two pilot fixed wing scheduled and charter CAT operations only. Provisions for other CAT operations (Helicopter, Single Pilot, Air Taxi, Emergency Medical Services, Night Freight and Ultra Long Range) are subject to additional rulemaking tasks, and operators of such flights will therefore need to apply Section One provisions, supplemented by existing national provisions, until the rulemaking tasks have been completed. Provisions for non-CAT operations will be developed later. The earliest expected date that the first tranche of the new FTL regulations (Sections One and Two) will become European law is the third quarter of 2013. The regulations are expected to come into force 2 years later.
