Economic Policy and International Aviation is part of the Regulatory Policy Group. It provides expert policy and economic advice and analysis across CAA as well as to government. The work we do touches on most of the functions with which CAA is currently involved and is aligned with CAA’s strategic objectives (please see our Strategic Plan).
EPIA leads on aviation policy development within the CAA. More details on our role of providing advice to inform the development of aviation policy in the UK can be found here.
As part of its role in assisting Government, the CAA is overseeing the Operational Freedoms trial at Heathrow Airport which allows the airport to deploy certain tactical measures to improve punctuality and reduce delay. The use of operational freedoms was one of the main recommendations of the South-East Airports Taskforce, the progress of which the CAA monitored through the establishment of the Airport Performance Facilitation Group (APFG).
The team also provides policy analysis and advice to the UK Government (principally the Department for Transport) on international aviation liberalisation issues in the airline industry, including playing a key role in cases involving the allocation of scarce traffic rights between competing UK airlines.
EPIA takes the lead on the CAA’s sustainability objective as part of its five-year Strategic Plan and has a role as expert advisor on the EU Emissions Trading System (EU ETS) for aviation for the UK ETS regulators and Government. EPIA is also involved in assessing applications for flights to/from the UK that infringe current EU noise legislation.
The team is also responsible for engaging with the UK Government and international institutions, such as the European Commission and the International Civil Aviation Organisation (ICAO), on international regulatory developments likely to have a bearing on areas that are within EPIA’s sphere of interest. In doing so, the team works particularly closely with the CAA’s European and International Strategy Team.
