As a starting point for an application, see paragraphs 11-23 of Licensing Airlines in the UK which provides an overview of the criteria for grant of an Operating Licence. This publication also sets out the CAA’s continuing requirements after an Operating Licence is granted, which may include filing fares and providing some statistics about the business done under the licence. You should contact the relevant people in the CAA (see below) about these requirements when you apply for a licence so that you can ensure that you set your systems up in a way that can comply with them. You will also need to contact the CAA’s Safety Regulation Group, if you have not already done so, about the requirements for grant of an Air Operator’s Certificate.
