The AN(DG)Rs require that dangerous goods be carried in accordance with the International Civil Aviation Organization (ICAO) Doc 9284 ‘Technical Instructions for the Safe Transport of Dangerous Goods by Air’. The regulations place responsibility for the safe carriage of dangerous goods on all parties involved in the transportation. This is inclusive of aircraft operators and their passengers.
The CAA has four authorised Dangerous Goods Inspectors who check for compliance with all the requirements of the Technical Instructions.
Audit style inspections are carried out on aircraft operators who have approval to carry dangerous goods as cargo and their handling agents (passenger and cargo) with a view to assessing whether adequate procedures and training are in place to ensure compliance with the operator’s responsibilities of the Technical Instructions.
The inspectors also carry out inspections in freight sheds/warehouses, on the ramp and in airport terminals to check on packages and documents, procedures for handling dangerous goods, the quality of training for those staff involved and the provision of adequate notices at cargo acceptance points and passenger check-in areas.
What are dangerous goods?
Many items which might appear to be harmless in everyday use can pose dangers wherever they are carried on an aircraft and are consequently forbidden for carriage by passengers either in the cabin or in their checked baggage.
Examples of forbidden items include:
