General Aviation/CAA Consultation Forums

Useful information relating to consultation forums hosted by the CAA

The CAA consults with representatives of the GA industry through a variety of consultative forums, the foremost of which is the General Aviation Consultative Committee (GACC). Below is a list of all the consultative forums in which the CAA and General Aviation Industry jointly participate. Where available the Terms of Reference for the forums are available by clicking the link in the title.

 Title: Airspace & Safety Initiative Communication & Education Programme (ACEP).
 Participants: Civil Aviation Authority (CAA), UK Airprox Board, NATS, Ministry of Defence (MoD), Aircraft Owners and Pilots Association (AOPA), British Air Line Pilots Association (BALPA), British Business & General Aviation Association (BBGA), British Gliding Association (BGA), British Hang Gliding and Paragliding Association (BHPA), British Microlight Aircraft Association (BMAA), Confidential Human Factors Incident Reporting Programme (CHIRP), Flight Operations Liaison Group (FOLG), General Aviation Safety Council (GASCo), Guild of Air Traffic Controllers (GATCO), Helicopter Club of Great Britain (BHGB), Light Aircraft Association (LAA), Royal Aeronautical Society (RaeS).
 Objective: Address the communication and education safety issues identified by the Airspace and Safety Initiative Steering Group (ASISG).


 Title: Airspace Strategy Steering Group.
 Participants: Civil Aviation Authority (CAA), NATS, Defence Aviation Safety Centre (DASC), British Business & General Aviation Association (BBGA), Aircraft Owners and Pilots Association (AOPA), Airport Operators Association (AOA), British Air Transport Association (BATA).
 Objective: Ongoing review of planned restructure of UK airspace and emerging European airspace initiatives in regard to General Aviation.


 Title: General Aviation Consultative Committee (GACC).

 Objective: To provide a means for representatives of the General Aviation community to join the CAA in furthering the development of technical/operational policy that will improve safety standards and foster GA in the UK.


 Title: General Aviation Strategic Forum (GASF).
 Participants: Civil Aviation Authority (CAA), Department for Transport (DfT), General Aviation Safety Council (GASCo), Aircraft Owners and Pilots Association (AOPA), British Business and General Aviation Association (BBGA), British Helicopter Association (BHA) or Helicopter Club of Great Britain (HCGB),  General Aviation Awareness Council (GAAC), General Aviation Alliance (GAA).
 Objective: To foster the development of General Aviation in the UK along safe lines; to provide a forum for the discussion of strategic issues affecting General Aviation between the industry, the CAA and the DfT; to co-ordinate and oversee the effective implementation of the recommendations of the GA Strategic Review and developments arising from from them; to facilitate the establishment of a common UK position on EU regulatory proposals affecting General Aviation; and to assist Government on strategic issues relating to GA by providing a readily accsssible source of specialist information and opinions.


 Title: General Aviation Safety Review Working Group (GASRWG).
 Participants: Civil Aviation Authority (CAA), Air Accidents Investigation Branch (AAIB), Royal Aeronautical Society (RAeS), British Microlight Aircraft Association (BMAA), Association of Licensed Aircraft Engineers, Historic Aircraft Association (HAA), Guild of Air Pilots and Air Navigators (GAPAN), Aircraft Owners and Pilots Association (AOPA), General Aviation Safety Council (GASCo), Light Aircraft Association (LAA), Airworthiness Review Board (ARB).
 Objective: Review General Aviation fatal and serious accidents and serious incidents. Develop safety interventions.


 Title: National Air Traffic Management Advisory Committee (NATMAC).
 Participants: Civil Aviation Authority (CAA), NATS, Aircraft Owners and Pilots Association (AOPA), PPL/IR Europe, Royal Aeronautical Society (RAeS), British Hang Gliding and Paragliding Association (BHPA), Guild of Air Pilots and Navigators (GAPAN), British Parachute Association (BPA), Helicopter Club of Great Britain (HCGB), British Helicopter Association (BHA), Royal Aero Club (RAeC), British Business and General Aviation Association (BBGA), UAV Systems Association, British Balloon & Airship Club (BBAC), Light Aircraft Association (LAA), Society of British Aerospace Companies (SBAC), General Aviation Safety Council (GASCo), British Gliding Association (BGA), British Microlight Aircraft Association (BMAA).
 Objective: Formal interface between the Directorate of Airspace Policy, the UK Airspace regulator and the UK Aviation community.


 Title: NATMAC - Maps and Charts Working Group (MCWG).
 Participants: Civil Aviation Authority (CAA), Aircraft Owners and Pilots Association (AOPA), British Gliding Association (BGA), British Hang Gliding and Paragliding Association (BHPA), General Aviation Safety Council (GASCo), Helicopter Club of Great Britain (HCGB), Light Aircraft Association (LAA).
 Objective: NATMAC sub-group aimed at providing aviation stakeholders with oversight of aeronautical charting issues.


 Title: NATMAC - Surveillance and Spectrum Working Group (SASWG).
 Participants: Civil Aviation Authority (CAA), Aircraft Owners and Pilots Association (AOPA), British Gliding Association (BGA), British Hang Gliding and Paragliding Association (BHPA), General Aviation Safety Council (GASCo), Light Aircraft Association (LAA), British Balloon & Airship Club (BBAC).
 Objective: NATMAC sub-group aimed at providing aviation stakeholders with oversight of spectrum and surveillance issues.


 Title: National Private Pilots License Policy and Steering Committee.
 Participants: Civil Aviation Authority (CAA), Aircraft Owners and Pilots Association (AOPA), British Gliding Association (BGA), British Business & General Aviation Association (BBGA), Light Aircraft Association (LAA), Guild of Air Pilots & Air Navigators (GAPAN), British microlight Aircraft Association (BMAA).
 Objective: Development of National Private Pilot License.


 Title: Safety Regulation Finance Advisory Committee (SRFAC).
 Participants: Business & General Aviation Association (BBGA), British Air Transport Association (BATA), Aircraft Owners and Pilots Association (AOPA), Airport Operators Association (AOA), British Helicopter Association (BHA), Society of British Aerospace Companies (SBAC), NATS, Royal Aero Club (RAeC).
 Objective: Examine and consult with SRG on costs and associated service levels of the activities for which charges must be levied by the CAA.


 Title: Small Helicopter Working Group.
 Participants: Civil Aviation Authority (CAA), Helicopter Club of Great Britain (HCGB), British Helicopter Association (BHA), Aircraft Owners and Pilots Association (AOPA).
 Objective: Review causal factors of helicopter accidents and develop and safety improvement action plan.


 Title: General Aviation Safety Council (GASCo).
