Is APC a charge on customers?

No, the APC is a per passenger charge payable by ATOL holders to the CAA, not individual passengers. This means it should not appear as a separate passenger charge or ‘tax’ in brochures, websites, on ATOL Confirmation Invoices or agents’ receipts.
